I have PCOS and have read that some women never ovulate and some women may only ovulate a few times a year.

Is this linked to periods, i.e. If you have periods every 2 months do you ovulate every 2 months or if you never have a period do you never ovulate?

If you dont have periods then you wont be ovulating but even having periods doesnt mean you are.. if the cysts are preventing the egg escaping the follicle te hormone can still be produced which induces an edometrium bleed. have you had your bloods done and ovaries etc investigated?
